It's a misheard line from an old R&B song that Miller ripped off most of his song's lyrics from. Originally, "puppetutes of love," basically puppet prostitutes. Some of the old R&B writers had serious kinks. Not being sufficiently kinked himself, Steve Miller just sounded it out as best he could and came up with pompatus.
