About the only thing you might want to consider
is restricting Master Ranks to a single character
(PC/or NPC) in the setting.



I respectfully disagree.
Since the Blood of Amber are all immortal,
they've all had countless centuries
(millenia,
in the case of Benedict)
to hone their chosen fields of expertise.
Instead,
I suggest giving Elders additional Qualities (and Powers)
to reflect the breadth of their expertise.


For example,
Benedict, Eric, Corwin, and Bleys
are all Master Swordsmen,
Master Generals,
and Master Strategists.
However,
Benedict is also a Master Military Genius,
Eric would be a Master Politician,
Corwin would be a Master at Dirty Tricks
(aka Being a Dirty Rat Bastard),
and Bleys is a Master Swashbuckler.
Thus,
depending on the situation
and on the characters' choices,
you'd have different numbers of Upshifts
for different characters.

campaign
